    The transfers have no bearing on either the reductions to the 85 overall or 25 initial grants per class. Transfers have no affect on the sanctions regarding those. IIRC, the sanctions against OM lower the 85 limit by 11 over 3 classes and the initial grants are lowered by 13 over either 3 or 4...

    The issue is that Matt/Mat Luke makes nothing. Whether it's $1.1M that USA Today reports or the $3M you are claiming, both numbers are low. I saw it posted here that OM was going to throw $5M at coaches and get a great one. What happened?
