is anybody aware of any player, football or basketball, that is a 2 time transfer that is not a grad transfer that was granted immediate eligibility? like the situation that Murray and Cisse are in?

Here's the NCAA rule- "A demonstrated physical injury or illness or mental health condition that necessitated the student's transfer (supporting documentation, care plans and proximity of the student's support system will be considered). "Or Exigent circumstances that clearly necessitate a student-athlete's immediate departure from the previous school (e.g., physical assault or abuse, sexual assault) unrelated to the student-athlete's athletics participation."

The WR from UNC was not granted immediate eligibility under these facts- He signs with NC Central, and in his freshman year, they cancel the season because of Covid. So he doesn't play a down at NC Central. Then he transfers to Kent St, where he plays 2 years, and then transfers to UNC for this year. And NCAA says he has to sit because he was a 2 time transfer without a degree.

If the UNC guy can't make it on those facts, then a mental health issue is just about your only chance.
