Also, notice the section of the upper deck which is absent. I had been wondering how they were going to put that in after closing up outside? I just looked at the diagrams and it looks to me like that section of the upper deck will not have seats. This, I just do not understand.
With all of these construction costs, to not complete the upper deck with seating, is a mistake (in my opinion).
