Is there any truth to Ole Miss receiving a second letter from the NCAA? If so, what's the reason for a second letter and is it anything major?

To answer your OP, yes that's the rumor. Ranch will likely tell you that he believes if Ole Miss got anything, it is an apology from the NCAA cause that's what he thinks they deserve.
If you are an Ole Miss fan and the NOA hasn't been released by Monday, you should be VERY worried.

So, Neal's source said the NCAA matter won't be over till 2017. No surprise there. The women's basketball thing is almost 5 years old and the NCAA hasn't ruled on that yet. Nothing the NCAA does surprises me. State doesn't have to worry about a bowl ban this year because the Independence Bowl can take a 5 win team. That's what will happen if you can't beat BYU.

WHEN will we hear what was in the 2nd NOA? If the NOA was good news for Ole Miss, we'll hear about it immediately. If it was bad news for Ole Miss, we will hear about it likely 30 days after it is received, or as soon as any media files a FOIA request.
Given that we haven't heard about the 2nd NOA by now, it's not a good sign for Ole Miss homers. If we haven't heard about it by next Friday, it's definitely bad news for the black bears.
WHEN will we know what Ole Miss' response is to the 2nd NOA? Ole Miss will have 90 days to respond to the 2nd NOA, so you can expect to see it in early November. Again, if we don't hear what's in the 2nd NOA within the next week or so, you can expect that Ole Miss' response to the 2nd NOA will be to either accept the additional penalties from the NCAA, or self-impose even more.
WHEN will all this end for Ole Miss? Not any time soon. Best-case scenario for Ole Miss would be that there's nothing past the 2nd NOA for them, and after Ole Miss' response to that in November, they are set up on the calendar to plead their case directly to the Committee on Infractions. That would likely come next Summer, at the earliest. Then the NCAA would likely announce its sanctions against Ole Miss in January of 2018. The announcement will be timed to fall right before 2018 NSD to cripple another class.
