Assuming your theory was right about OM having a ruling on Tunsil and there is an appeal going on...
Is this something to where OM would have representatives involved or would it be something that the NCAA handles internally and can "drag" things out as long as they want? Do appeals have a timetable to which they must formulate an answer, or is every situation with NCAA different?
