However, they also have their own language and many of their villages and towns are named in Welch words.

If a convention was being held in that location, it immediately tells me that it was meaningless and pointless, full of presenters that couldn't get invited to any meaningful program. It would be akin to a major political party in the US holding its national convention at Long Beach Mississippi. You could probably conclude that such a political party has no hope.
