Serious ? Is there something wrong with Tom Ritter(head official)

Dude looked like he was either tripping out or having a stoke
He was slurring words and had a lot trouble working that mic. And why did it take SO LONG on so many penalties to announce and enforce them
It seemed like they were just standing there at times doing nothing but slowing the pace down
