To clarify one thing on 42: The single judge in Hinds County aspect of 42 only comes into play if a parent were to sue the state of MS on behalf of their child's education. This is the same as if you were going to sue MS over an unlawful stop by MS HWY patrol (you would do it in Hinds Co. because that's where the government is.)

The legislature will still make the decisions. What they are calling "power" is the power of the judge to decide whether or not that child has received a properly funded education. IF the judge decides on behalf of the child and thinks the state should dip into more money, the state could (and will) always appeal the decision to the MS Supreme Court. This whole "1 judge in Hinds County" is race baiting. Educate yourselves please.
