How many pitches are too many for young arms?

Just saw an 8th grader throw 95 pitches in a 6 inning game. Kid was throwing the full arsenal of breaking pitches to go along with his fastball. Just wanting opinions on what everyone thinks is a safe pitch count for young arms.
