Why do people not pull the pin for putts any more?

Wasn’t that a Covid era rule? And wasn’t there a rule that hitting the pin on a putt was a penalty?

I assume the governing bodies had to change the rule so that we didn’t get Covid from touching the pin, but why haven’t they changed it back?
