got a 4 year ban and appealed to 2. Didn't USC appeal theirs successfully too? Maybe they reconsider and cut it to this year.

It is true PSU got the NCAA sanctions reduced, including the four-year bowl ban. But it wasn't because of the officially announced reasons released by the NCAA.

It happened after the state (Pennsylvania Governor) threatened to take the NCAA to federal court over the matter. Why? Because the sanctions were overly harsh and levied as a result of criminal activities of one individual. The NCAA simply overstepped it bounds since they have absolutely no jurisdiction in criminal cases. So, when the state threatened to take them to court, the NCAA quickly back-peddled and greatly reduced PSU's sanctions. A court battle would have been a major embarrassment for the NCAA and Mark Emmert knew he was legally "skating on thin ice" for overstepping his authority.

PSU didn't do anything. A state politician wanted to keep the $60 million fine within the state of Pa, that's when it started.
