It is true PSU got the NCAA sanctions reduced, including the four year bowl ban. But it wasn't because of the officially announced reasons released by the NCAA.
It happened after Penn State threatened to take the NCAA to court over the matter. Why? Because the sanctions were levied as a result of criminal activities of one individual. The NCAA simply overstepped it bounds since they have absolutely no jurisdiction in criminal cases. When PSU threatened to take them to court over the matter, the NCAA quickly back-peddled and greatly reduced PSU's sanctions (via a "behind the scenes" agreement, AKA as an out of court settlement). A court battle would have been a major embarrassment for the NCAA and Emmert knew he was on thin ice for overstepping his authority.
