Another revenue share question

Question about upcoming revenue sharing for NCAA schools. Sounds like schools can share up to $20.5M with players in all sports. If they share with any sport they have to share with all.
- Does this money come from existing revenue sources or a new source?
- If from existing source - then $20M will be redirected to 'salaries' from today's athletics budget. $20M is a lot to have disappear. So who gets the shaft?
